3) Zatanna
For fans of the comic books and old cartoons, Zatanna will resonate as an under-appreciated hero and for new fans just coming on board through the series, she’ll spark some new blood into what had become a rather tired lineup of characters by the end of the season.
Zatanna is someone that could also insert a sense of magic to the proceedings with a source of power much different than that of the hands on combative nature of White Canary, or the metahuman nature of Firestorm. She could open up the entire DC TV universe to many new avenues and we’d love to see her appear in some capacity in season 2.

Rila Fukushima should be cast in more big budget films, period. But, if she’s to stay on TV, why not pick back up her mantle as Katana, but on a show with some more dynamic group interaction and superheroic hijinks?
Her Katana was one of the only good aspects of the meandering season three of Arrow, and she outclassed just about everyone in terms of her acting ability. Steely and cut off from everyone she ever cared about, it would be interesting to see her set in a team dynamic where she would be forced to watch out for others again.
